Sir,
I would like to draw your attention to the
recently held first summit of the International Solar Alliance (ISA) on 11th
March, 2018 in New Delhi’s Rashtrapati Bhavan. I would like to express my views
on the significance of the ISA with an Indian perspective through the columns
of your esteemed newspaper.
The
International Solar Alliance (ISA) is an intergovernmental body registered with
the United Nations under Article 102 of the UN Charter comprising of about 121
countries lying between the Tropic of Cancer and Tropic of Capricorn, which
receive more than 300 days of sunshine in a year. Majority of these sunshine
club countries are developing nations having underutilized, abundant solar
energy resources but energy starved due to underdevelopment. The ISA is a
brainchild of India with Indian Prime Minister, Narendra Modi and then French
President, Francois Hollande jointly announcing the alliance in Paris on
November 30th 2015 at the sidelines of the COP-21 UN climate
conference.
The
main objective of the alliance is to create a single platform of solar resource
rich nations and harness the energy of the sun to generate renewable energy. The
basic idea is that a large number of countries participating will create a greater
demand and market, thereby allowing lower cost solutions to the energy creation
sector in affordable manner. This would lead to generation of jobs, directly or
indirectly, and growth in economic activity. Moreover, the less dependence on
traditional fuel based system will help the countries to move towards low
carbon development path.
The ISA is a game changer for
India, in terms of diplomatic victory, right from its announcement to the
recently held first summit on 11th March, 2018. Not surprisingly, P
M Narendra Modi has announced a credit line of $ 1.4 billion in solar energy,
covering 27 projects and 15 countries, one of the world’s biggest investment
plans during the 1st conference of ISA. It is the first treaty based
international organization to be based in India. To be able to take initiative
and being able to organize an event of such scale in such a short time is truly
commendable. It once again reinstates India’s commitment towards moving to a
more sustainable development path, using more solar energy. It is worth
mentioning here that India has set an ambitious target of 175 GW of renewable
energy by 2022, out of which 100 GW is solar. ISA puts India right in the
center of leadership role among developing nations.
